Branch Chair, Vice-Chair, Secretary and Treasurer are all roles designated as a Branch Officer and, as such, there is an expectation that you should register for and undertake training yourself and encourage other committee members to do likewise.  The following training requirements are outlined in RBL policy to ensure that you have the relevant skills and competencies to reach a set minimum standard to meet membership objectives now and in the future:
  • Branch and County Treasurers must attend the Treasurer course.  However we recommend that all Branch Officers take the course so that they fully understand the role of their treasurer.
  • Branch Chairmen (and Vice-Chairmen where appointed) must attend the Branch Management training.  We recommend that the Treasurer as a Branch Officer and all committee members also attend both to increase their knowledge base and also to improve succession planning
  • Branch Secretaries are expected to attend the full Branch Management training and the bespoke secretaries course
As you are aware, all training is delivered on or booked through the Discovery platform.  This system also maintains your training profile and ensures that you can access other training relevant to your role.  To date, very few of you are actually registered on the training programme but it is a requirement placed on us by the Charities Commission to ensure that we operate legally and in the most efficient way. The training protects the RBL, our beneficiaries, the public and, more importantly, you.
Having spoken to a few of you, I know that some consider this to be an imposition because you are volunteers but, with the volunteering comes both responsibility and accountability.  Others have been doing this for many years and consider that they do not need training.  Unfortunately, the mistakes that we see would tend to belie that assumption.  Additionally the rules have changed in many cases and we need to stay abreast of those changes. Others consider themselves to 'old' to assimilate the training.  It is not that onerous or difficult and I can think of many 'younger' persons that do not have the mental acumen of our Branch Officers!
For those of you that have registered and completed training, thank you for your example.  Those that have registered and are still to complete training, please do so.  For the rest, please get registered.

County & Branch Training Policy

(Extract from RBL Membership Training Policy October 2023) The following courses are considered to be essential learning:

  • Branch and County Treasurers must attend the Treasurer course within three months of taking up the role.
  • Branch Chairmen must attend the Branch Management course within three months of taking up the role.
  • Branch Secretaries should attend the full Branch Management course but within three months of taking up the role, they must complete the Data Protection module of it, available as a standalone training on the Learning Management System.
  • County Chairmen and Vice- Chairmen as well as Treasurers must attend relevant branch or county training depending on their needs and previous experience.

In Hampshire, we expect all of our County and Branch Officers to complete appropriate training.  This is to protect both the RBL and the Officers.  We encourage others to complete the training too.  This helps build experiential knowledge in your Branch and aids succession planning.

It is anticipated that the provision of in-person training delivered by Hampshire CTO will commence after April.

All Branch Officers and Committee members should attend training sessions commensurate to their role in the branch.

The content and delivery of branch-level training is still under review by the RBL Learning & Development (L&D) Team with a number of delivery options being considered for each course; some will be online whilst others require in-person attendance.  The content of the courses is being reviewed to ensure that they are fit for purpose and, as they become available, they are being uploaded onto the new training portal ‘Discover’.

Discover is now available for members to create a personal training account and sign up for courses dependent on their Branch or County role.  Guidance on creating your account is available here.  You can open your account with a County, Branch or personal email but please ensure that you enter the "County/District/Area Code" as 'Hampshire' and, make sure that your County and Branch roles are recorded on your profile so that you are offered appropriate training

Branch officers will be required to have an @rbl.community login to access official material.  Those who are competent IT users may wish to use a series of self-teach resources which are available below instead of attending Microsoft 365 and MAP training:
